The thin dust cover that goes on to the steering column under or before the lower bearing race. This fits most vintage and modern Vespas from 1959-Current
It's pretty much impossible to replace the steering bearing races without damaging this.
Highly recommended to replace this any time you are replacing a front fender or steering bearing races.
